Zhuhai remained a quiet cluster of fishing villages along the Pearl River Estuary for centuries. Its proximity to Portuguese-administered Macau shaped local maritime trade, but large-scale urban development did not begin until the late twentieth century.In 1980, the Chinese government designated Zhuhai as one of China's first Special Economic Zones. The city adopted strict zoning laws to preserve its coastline, choosing low-density development and green infrastructure over heavy manufacturing.
