The rooftop view was nice and the bar staff were friendly, but the bar ran out of most food items, which was frustrating. After four visits, this will definitely be our last stay at Harolds Cebu because the service has deteriorated badly. Breakfast was a nightmare: we were crammed into a tiny makeshift room or told to eat in the lobby, and when we asked for a plated in‑room option it was flatly denied. Communication broke down completely, with front‑office staff consistently forgetting our room number even while delivering room service and during checkout. To top it off, a broken room safe took an hour and three separate phone calls to fix, and the staff asked inappropriate questions.
