I stayed briefly in Köln Nippes and the hotel was satisfactory for a short visit. The central spot meant traffic noise, but with the windows shut it was fine at night. East of Neusser Straße on that level, and along Rennbahnstraße, there was no more resident parking, so finding a normal spot was still possible until the afternoon (unless the hotel ran out of them).
