I recently stayed at a budget-friendly hotel that offered a great air conditioning system. However, the experience was marred by a few issues, including a receptionist who didn't speak any English. The room and bedding were also quite dirty, which was a letdown. The bathroom was typical of what I've seen in Indonesia - not particularly clean, and the shower would often flood the entire bathroom area.
