Calling this place a hotel is quite exaggerated; a more accurate name would be a boarding house. Some of the equipment is decades old, and the breakfast selection is very modest. The front‑desk staff make it clear when you’re bothering them with your presence during check‑in and check‑out. No one here bothers with polite phrases; when you greet them you’ll get a response, but you can’t expect them to greet you first. From these details it’s obvious that this place shouldn’t be called a hotel.
