Panagsama Beach operates as the dive hub where coral walls drop thirty meters right off the shore break. Basdaku Beach stretches across roughly one kilometer of white sand north of the center. You travel between these points using motorized tricycles on narrow coastal roads.

Panagsama Beach contains most of Moalboal's independent dining options. Local eateries line the main access lane, serving grilled pork, whole fish, and stewed vegetables from heated trays. Western-style cafes operate along the waterfront, catering directly to divers between morning and afternoon boat trips.Fresh seafood centers on daily catches brought in at the Poblacion market. Raw fish kinilaw uses local coconut vinegar and calamansi citrus to cure fresh tuna or mackerel, combined with fresh ginger and chili.

Moalboal operated primarily as an agricultural and fishing settlement throughout the Spanish colonial era. Its location on the Tañon Strait provided shelter for coastal fishermen working the deep marine channels between Cebu and Negros.European divers established the first recreational dive operations in Panagsama during the late 1970s. The region shifted from a quiet coastal outpost to an international marine tourism base over the subsequent four decades.
